What was made clear at the press conference held on January 31st by Chief Cabinet Secretary Hayashi Yoshimasa was that the Japanese government is particularly afraid of false and misinformation related to politics or human rights, and that this spreads more quickly. However, there is a risk that “state authorities” will determine that “information” that is by its nature unverifiable is false or misinformation, which is nothing other than “information control.”
When applied to social networking sites, which handle huge amounts of information, this means that the government will be “constantly monitoring” all information, and once such a “surveillance society” is formed, people will be afraid to “send out” information if they are not sure of the truth, which means that the government is restricting the people’s freedom of expression, which is an infringement of the “freedom of expression” guaranteed by the Constitution.
The Ministry of Internal Affairs and Communications has decided that those who are likely to spread false and inaccurate information to the public have “low information literacy,” and if citizens with low information literacy are unable to spread information, that would also be a “serious” infringement of “freedom of expression.” Nowhere in the constitution is this stated.
I consider this to be a serious matter. How can we determine that information containing political elements is “fake or inaccurate”? This is “interference with ideology” in the public’s mind and a serious infringement of “freedom of thought and conscience.” In short, it means “don’t send out political information lightly” on social media.
If there are people with low information literacy who are forced to hesitate to transmit “information containing political elements,” I believe that this also violates Article 14 of the Constitution. I have never seen or heard of a law that violates these three articles. If you read the Japanese Constitution, it becomes clear at a glance how absurd it is.
The Japanese government’s attitude towards its people is so fearful of “fake and misinformation” that it not only “severely” violates the rights of its people, but also “looks down” on them and even “discriminates” against them. This attitude is truly “unconstitutional.” Such outrageous behavior should never be tolerated. To put it bluntly, they are “chickens with persecution complexes.

Unfortunately, when it comes to your reactions, I had imagined or prepared for them to some extent, but I was disappointed to see that there was so little interest. I reflected that there may have been a problem with the way I provided the information, but even so, my honest impression is that there was just too little interest.
The official government statement used the phrase “aiming to arrive by this spring,” but the meaning of “this spring” is rather vague, and since today is the beginning of spring, the interpretation is that “spring” has already arrived. Surveillance actions may already be underway. In this situation, it is frightening to even send out such information.
However, I just cannot forgive the Japanese government’s “attitude” towards its citizens. And it doesn’t just stop at the restrictions on social media. It also includes the statements and actions of the Prime Minister and other cabinet members of the Ishiba administration. It’s so self-righteous, and every day I’m surprised by all the things that were never even promised. It would be a relief if they were good surprises.
As far as I know, there is “no” coverage of the mass media. Well, I suppose you think “it doesn’t concern us,” but does that mean mass media information literacy is high? I almost want to ask if that’s really the case. If it doesn’t concern you in the first place, the fact that you’re not interested is proof of your low literacy.
